Defrocked Sex Predator Priest Will Live in Wisconsin, Cops Say

Ex-priest finishing sentence for molesting local altar boys must wear GPS monitoring device and register as sex offender for the rest of his life.

Norbert J. Maday, the defrocked Chicago Archdiocesan priest convicted on three counts of molesting and intimidating underage boys in 1994, will be moving to Oshkosh, WI, next month after serving out his term in a Wisconsin prison.

The Oshkosh Police Department has issued a community alert informing residents that Maday, now 75, would be moving into a town home in the 700 block of Bowen Street in the Wisconsin town. The ex-priest will be under the close watch of local police and the Wisconsin Department of Corrections.

In 1986, two altar boys from Our Lady of the Ridge accused Maday, then the associate pastor, of molesting them while on a field trip across the Wisconsin state line in Winnebago County. Maday was charged and eventually convicted on three charges of sexual assault and one charge of intimidating a victim.

Maday was defrocked by the Archdiocese of Chicago in 2007. He served 13 years of a 20-year sentence in a Wisconsin prison, where prosecutors classified him a “sexually violent person,” qualifying Maday to be moved to a secure treatment facility.

The ex-priest passed an annual mental health evaluation where it was determined that he was no longer a threat. Last month, a Wisconsin judge paved the way to release Maday, who met criteria for release under state statutes.

Rather than risk a jury trial and having Maday, whose case was under appeal, walk away with little or no supervision, prosecutors agreed to a supervised release.

Oshkosh Police released the special conditions of Maday’s supervision, which includes:

  • No contact with victims.
  • No unsupervised/unauthorized contact with minors.
  • No presence in taverns, bars or liquor stores.
  • Prohibited from using alcohol or illegal drugs.
  • May not leave the residence without an approved chaperone for at least the first year.
  • Comply with the lifetime sex offender registration and lifetime GPS monitoring.

Oshkosh Police said that Maday has served his sentence, however, his criminal history places him in a classification level possibly reflecting the potential to offend again.

“This notification is not intended to increase fear; rather it is our belief that an informed public is a safer public,” a police news release read.

Maday was ordained in 1964. He went on to work at St. John of God in Chicago (1964-66), St. Leo’s in Chicago (1966-1969), St. Louis de Montfort in Oak Lawn (1969-77), St. Bede the Venerable in Chicago (1977-83), Our Lady of the Ridge in Chicago Ridge (1983-1989) and St. Jude the Apostle in South Holland (1989-1992). He also served as the associate director of the Archdiocesan Council of Catholic Youth. 

The Oshkosh police are planning a community meeting for local residents on Wednesday.
