County Wants to Tax Vice, Bad Habit and Weaponry
Video gambling, cigarettes, guns and ammo would be taxed under Cook County's new budget plan. Golf and picnic permits at the Forest Preserve would cost more, too.
Targeting smokers, gun owners and gamblers, a slew of new and unusual taxes and fees designed to raise $43 million are proposed for Cook County's $2.95 billion 2013 budget.
Board President Tony Preckwinkle released her spending plan Thursday, saying $50 million in spending cuts are planned, too, and 462 open county jobs would be eliminated.
But public attention will focus on the taxes:
- $1-a-pack more on cigarettes; the county tax is already $2 a pack
- $800 on every video gambling machine
- $25 on every gun sold
- 5 cents on every bullet sold
- $5 fee for every "confirmation of death" letter issued by the county morgue
The proposed budget avoids a property tax hike. Nine of 17 commissioners need to vote for Preckwinkle's budget for it to pass.
The county projects $25 million would be raised via the cigarette tax. Today, the total federal, state and local tax levied on a pack of cigarettes is $4.67 in Chicago and $3.99 in the Cook County suburbs.
The tax on guns and ammo — dubbed a "violence tax" by some — would raise $1 million through the county's 40 registered firearms dealers.
"The violence in Cook County is devastating and the wide availability of ammunition only exacerbates the problem," Preckwinkle said Thursday in announcing her budget to county commissioners. "Twenty-nine percent of the illegal guns used in crimes and recovered by the Chicago Police Department were purchased legally in Cook County. This violence has a real impact on the Cook County Health and Hospital System."
The first-term Democrat pointed out that trauma care for gunshot victims costs $52,000, on average, and most people who visit Cook County's emergency rooms with bullet wounds don't have insurance.
In 2011, 670 shooting victims were treated in county hospitals, Preckwinkle said.
"Why should we be paying for gang bangers shooting each other?" asked the owner of Freddie Bear Sport, a guns and ammo dealer in Tinley Park. "You're taxing law-abiding citizens for what criminals are doing."
Lutger told the Associated Press his customers will simply go elsewhere if they have to pay taxes on their guns and bullets.
"Who's going to come to Tinley Park to buy ammunition?" Lutger said.
Forty-five Cook County businesses have video gaming licenses, according to the Illinois Gaming Board, and Preckwinkle wants $800 per year for each machine, projecting $1.3 million in annual revenue.
"These machines generate almost $800 a day – we’re asking for $800 per year. They keep their other 364 days of revenue. We use that one day’s revenue to help mitigate the impact of the associated costs of crime, health, addiction," Preckwinkle said.
A new state law that went into effect this month allows communities to approve video gaming in their towns, but state lawmakers never envisioned Cook County would try to impose this tax, according to a report from IllinoisWatchdog.org.
State Rep. Lou Lang, D-Skokie, a longtime advocate of expanded gambling in Illinois, said Cook County's video gaming tax would be a "job killer" for local bars and restaurants that want to add the devices to their business plans.
If taxes are certain, so is death. And Preckwinkle found a way to get a few bucks via the dead souls who pass through the county morgue.
Among the budget's various smaller proposed fees, there's a $5 charge for every "confirmation of death" letter, according to Clout Street on ChicagoTribune.com. Such fees would raise about half a million dollars.
And over at the Cook County Forest Preserve, a separate county taxing body, there are proposals to hike fees for the first time in seven years on picnic permits and rounds of golf.
The cost of the most popular county picnic permit for groups of 100 people or less rises from $35 to $37. The price of a permit for an event with more than 1,000 people will increase from $760 to $960.
A round of golf at nine county golf courses will cost $1 more. But at George W. Dunne National in Oak Forest, a premier 18-hole course, the fee would be $49, $2 more than it is today.

My understand is that after the last cigarette tax raise that the income was less beause smokers bought outside Cook County. 2 or more tobacco stores in my town went out of business so even more tax revenue lost.

I think I know where youre coming from, but the taxes on such things as ammo do little. I'd rather see stricter laws, background checks, and enforcment as they do in other countries. These have proven to work, as the death toll last year in England by gun violence was less than 20 people. Like these idiots that want all these conceal laws... I believe lung cancer is the highest as far as death rate goes. Smoking increases that not to mention a ton of other diseases.

Bob - I don't think the money from taxing cigarettes should go education for anti-smoking. It should go to education. What will happen when smoking declines to a level where the taxes brought in from smokers is no longer enough? The same goes for bullets, guns, vehicles, alcohol, property, organic foods, gym memberships........
If the government keeps spending what they don't have, taxes will continue to rise.
Eventually, they will get to something that affects you.
It would be far more responsible for the government to not spend what they don't have, like we all try to do, rather than raising taxes on things that are considered "bad" for you.

B.S. - If they wanted to tax my gym membership, I would then have to rethink it and then just use my home gym I currently have. If my food were to be taxed (harder than it already is) I would then adjust my budget.
I wouldn't sit here and act like someone wanted to come to my house and steal my apples from my fridge the way some people are acting about their guns.
I wish these taxes force every smoker to stop. Nothing good comes to a person from smoking. Smoking isn't doing them any favors. A child raised in a home with a smoker has a 50/50 chance of becoming a smoker. Let's stop the cycle of polluting ourselves and neighbors with 2nd hand smoke.

BS - I adjust my budget regularly when the cost of anything changes. It would be no different with taxes. I get what you're trying to do and you're missing the point I was trying to make. People are complaining just to complain.
You had it completely wrong when you worried about the jobs and business of cigarette shops if too many people stop smoking due to taxes. So then unless we teach children and encourage them to take up smoking these businesses will die off. I think I'd rather see these cancer promoters go out of business than ask another generation to please endanger their health so a person can stay in business.

OK. A high tax was put on cigarettes some years back, supposedly for the health and well being of everyone and anyone. So smokers, who were outraged, stopped or tried to stop smoking. This will make everyone involved just go for a Sunday ride! To any County except Cook. Even traveling the distance to buy these items is still going to save you a substantial amount of money.. This is just going to drain more money from Cook! Why not get rid of all the family members of these politicians who collect paychecks. To me it appears as just another method by Libtards (Liberal-retards) to villify and tax individuals for legal choices they make. Cook Count officials as well as State demi-gods know so much more about how we should run our lives. There are few options when you have enforxed servitude, one is move, just pack up and get out. Another is to purchase those items being penalized at another location and let the county fail even more. Cook County and for that matter is doing everything in their power to drive business and working people out of the communities and the state. So, when revenue declines and they need more money to pad their pockets and fund their special intrest groups the answer is.... let's figure what else we don't like that we can tax and which taxes can we increase! What about looking at their own mess and cut some of their spending, works in my household.
While I am still alive, I will not give up on my rights as an American and I will keep my guns.
When a person is compelled to give up the fruits of their hard earned labors to be given to fund the benefit of those that refuse to be productive in kind, all of this at the point of a gun, is Tyrrany and Slavery in it's purest form.

Let's look at it from reality:
1) $1 per pack of cancer sticks (I mean cigarettes), in Chicago it's already $10 a pack, if you can afford $10 for 20 cigarettes, you clearly don't care how you spend your money
2) $800 on every video gambling machine. Unless you own a bar or crap hole that have these machines in them, not your problem
3) $25 on every gun SOLD. So if you already own one, not an issue for you. If you wanted to add to your collection cause you think you're Elmer Fudd, it's going to cost you a one time addition of $25
4) .05 cents on every bullet. Box of 50 comes to an additional $2.50
5) $5 on every confirmation of death letter from the morgue. I do not know if this the same as a death certificate or what exactly the letter is for.
So, most of these new taxes won't pertain to most of county residents.

The reality is that when these taxes don't raise enough revenue, more or higher taxes will be added, unless the spending is controlled.
These particular taxes may not be on something that you deal with, but, sooner or later(most likely sooner)something YOU like will be taxed a a higher rate or a new tax will be added.
The worst part of this is that people will take their cigarette and gun and bullet business out of Cook county. Stores will close. People will lose jobs. Tax revenue will drop. What will the politicians do then? Look for something else to tax to make up for the lost revenue. Maybe by taxing gym memberships, organic foods, and healthy lifestyles.

I hope cigarette shops close for good. I hope one day this country no one kills themselves and their loved ones slowly with the toxins that cigarettes make.

Where, you ask? With Illinois having the highest business taxes and unreasonable socialist leaning public officials, almost any where is appealing. Another historical happenstance occured that caused the War of Northern Aggression (Civil War 1861-1865) The Southern States were well within their Constitutioal authority to Secede. I am not advocating secession but as an individual I do have those certain unalienable rights, endowed by our Creator, the right to life, liberty and the pursuit of happiness.

Continued..... Oh! By the way, we already pay for those uninsured inddegent and undocumented medical care. When a person goes to an emergency room or clinic they are not thrown into the streets, they are taken care of. We the People already are on the hook for their bills in the form of taxes, increased hospital costs and out of pocket co-payments. This leads to higher insurance premiums to cover all of that when we the insured us our hard earned and paid for benefits. Obama-care is just another National-Socialist tool to increase government control and government spending. The Health Care and Affordability Act is exactly NOT that. It reaches far beyond anything to do with health and wellness or affordaability. Have you read it? I have! It took me almost four months to get through that almost two thousand pages of regulatory and enforcable drivel. I did get a headache but also a bitter bile in my throat over the goals of this now mandatory law. Enough said on on this Nazi (National Socialist) inspired travesty.

I am 100% for ObamaCare. 100%. What happened when Illinois became a mandatory car insurance state? All the companies then had to fight for our business. So now, health insurance companies will then give me a break for taking care of myself and making the people who do not pay higher premiums. And I just fine with that.
We are the only country in the world that treat our criminals better than we do our homeless.
If you don't like it, run for office yourself and change it.

I am afraid that you are the one that just doesn't get it. The point isn't guns, bullets, cigarettes, healthy living, or organic foods. The point is TAXES!!!
If and when cigarettes are no longer smoked, where will the government get the money to replace those taxes?
If guns and bullets are taxed to the point where nobody buys them, how do you replace those taxes?
Wouldn't it make more sense to have a budget that is balanced instead of continually raising taxes?
If you think that Obamacare will lower your insurance premium, I think you are in for a rude awakening. Remember, the same people that are once again raising taxes to support the county (the government) are now going to try to run healthcare.

I am against Obamacare for the same reason that I am against what this thread is about, higher taxes.
Did you know that Obamacare will raise taxes for people that earn less than $200,000 a year? Did you know that Obamacare will raise taxes by over $500 billion over the next ten years? It doesn't matter how well you take care of yourself, you will be paying for insurance for people that can't get insurance.
Why do you think they can't get insurance? Is it because they are healthy or is it because the cost take care of them is so high? Who pays for that? We ALL do with higher premiums and more taxes.
Are you planning on moving out of the U.S. when that happens?
Cigarette manufacturers will do just fine without me or my kids. They sell plenty around the world.

Emily- When a person is compelled to give up aportion of their honest labor to pay the benefits of another that is either unwilling or too lazy to take rssponsibility for themselves, enforced at the point of a gun is tyranny and slavery. I am a very charitable person but it can only go so far. I only have so much and taking care of myself and family is priority one. I served this country for over a decade on active duty. Served at an unpopular time and was dishonored when I returned from Vietnam by those people that I thought were my friends. Now I look at my beloved country and it makes me sad to see the founding principals that made us great being swindled by power brokers and politicians. The government is not the solution to the ills of today. Responsibility for one's self and respect for fellow citizens is necessary. The Greatest generation proclaimed, what can I do for my country, my America? Today it is sad that all I see is, Screw you, what's in it for me!
Seeing this, I am reminded of one hot early morning firefight near Quang Tri, I was tending to a buddy, holding my shirt and belt over the stump where his leg had been while he bled to death screaming for his mother. Then I see the Occupy movement and the the leftist progressives that all they want is more and someone else to pay for it. Seriously brings tears to my eyes.

Funny you complain of people not taking responsibility for themselves. Usually the ones saying that are the ones who point the fingers in their own life of blame instead of pointing at themselves in the mirror.
Wanting people to get affordable health care shouldn't be considered a charity.
Clearly, you've never had the pleasure of fighting with insurance companies who have refused to cover treatment or drop your loved on due to a diagnosis. Then be unable to obtain insurance elsewhere due to the diagnosis.
Who's to blame for the generation of "Screw you, what's in it for me?" the parents of these people. If people didn't raise their kids to be this way, then maybe they'd think of someone else. I know too many kids that would sell their grandparents if they could get something out of it.

I'd like to answer your questions. The war was unjustified as the cause was not slavery but taxes. In 1860 just after being elected Lincoln signed the Morrill Tariff Act. Ths raised taxes on the Southern agricultural states by anywhere from 20 to 47%! Considering that the Southern States comprised only about 30% of the population this act they would be paying just over 80% of the nation's taxes. The North having the most of industry and wealth wanted the south to pay because they had slaves instead of employees. Also the North didn't like the south selling cotton internationally at a good profit and they wanted it. There is alot more but I cannot be writing a book. Look up the Morill Tarriff Act. also Lincoln's illegal suspension of the Constitutional right of Habeus Corpus.

Neither myself or my wife smoke or drink. I don't hold it against those that do. I just hope they wouldn't. There are alot of bad habits and they vary from vice to vice in their effacacy. I am old, and I wouldn't want to see what happens to future generations of Americans if there is to be any. We are at a time where the America we know and the Nationality we have earned could be at an end. We are on the verge of spending The United States into extinction.

Emily- I have had the opportunity to do battle with a insurance company and the Federal Govt. at the same time. At age 51 I suffered a stroke and I had an aweful time them to cover treatment but I managed to get that resolved. It took over a year. I have been unable to return to my former employment due to complications from stroke. I attempted to get coverage under Social Security but was refused. I went to court with an attorney in tow, three seperate times and was denied. Because I have been responsible and ambitious I was providing for retirement on my own. I saved and invested for over 20 years and was told that I didn't require any assistance from Social Security. I figured that because my ethnicity did not fit the profile I was not eligible to participate in a program I had paid for. Had I not taken the responsibility to privatize my retirement at an early age I would be on a street corner some place with a tin cup and some pencils.I am alot better now but it has taken ten years but stroke is an insideous affliction. Many other things are affected some humorous and others .... not so much. You have to filter such things through the gause of mirth otherwise, you would break down and cry, thus ruining one's cowboy macho image.

I wish someone, anyone, would provide the proof that the government creates jobs that actually benefit the country as a whole. It takes tax dollars to pay for these jobs, hence taxes go up. So much has been said about "fair share". How is it that some folks pay absolutely 0 dollars in taxes and get refunds? Is that a fair share? Just because someone makes a bunch of money doesn't mean they should support a bunch of people that choose to be unemployed. I am NOT talking about those who try and can't find work. I am NOT talking about those who are unable to work. I am NOT talking about those who bust their asses and still can't make ends meet. I am talking about those who live off the system. I am talking about those college grads that can't find work in their field of study, like 16th Century English Poetry, philosophy in general etc. Not slamming the fields of study, but wondering what they thought they might be doing with the degree once they got it. It is surely easier to blame the guy with money for your own problems than it is to face facts. Never has a major tax increase on any 'class' resulted in additional revenues to the federal treasury.
What is the ultimate end when government keeps taking more and more? It is NOT a bottomless hole of money. The government can't just print more. Sooner or later they have to pay back debt. Where does it end?
